Ms. Kupferfeuer pointed me to a nice howto for making a simple 20ies dress, in particular a Flapper-style dress. Basically it consists of a long straight shirt, and a rectangular skirt part which results in a kind of zig-zag seam.
I had some semi-transparent, flowing fabric lying in my stash, and here is the undecorated dress:
